Rep. Wiley Nickel (D-NC-13) introduced the Fair And Impartial Redistricting for Meaningful and Accountable Political Systems Act (FAIR MAPS Act) (H.R. 7910), legislation that would require congressional redistricting to be determined by independent state redistricting commissions.
If a state does not enact into law a �plan developed by such commission� the state would need to use a �redistricting plan developed and enacted into law by a 3-judge court.�
The Act would set criteria for redistricting, and for public input into the process.
It would also ban mid-decade redistricting.
H.R. 7910 specifies that it would not be of impact to state and local election districts.
The Act would further authorize appropriations from the Election Assistance Commission to any states with more than one apportioned Congressional district.
Finally, the FAIR MAPS Act would apply retroactively, seemingly requiring this process to be followed for redistricting using figures from the 2020 Census.
The bill has been referred for further consideration to the House Judiciary Committee.
